High Court raps V-C for misuse of NRI quota seats

Chandigarh, September 11: Expressing strong displeasure over the violation of Supreme Court guidelines, not to grant seats to students who are neither NRIs nor wards of NRIs under the NRI category, the Punjab and Haryana High Court today directed the Maharishi Dayanand University Vice-Chancellor, Rohtak, to file an affidavit in this regard.

The Vice-Chancellor has been directed to explain as to why the guidelines have been violated disregarding the law. The High Court had issued contempt notices to the Vice-Chancellor for granting seats to four students not eligible under NRI quota seats, depriving two students who were eligible for the seat. Taking a strong exception to this the Court has asked the Vice- Chancellor to appear in person before the Court and explain the reason for the violation.

The directions were passed today by a Division Bench comprising of Justice A K Goel and Ajai Lamba who had recently quashed two categories under the NRI categories. The division bench had made it clear to the three states with the order dated July 27 that only those students who are either NRIs or are wards of NRIs should be granted admissions in education institutions bringing an end to the misuse of NRI admissions.

Following the directions, the Panjab University has already implemented the orders and declared that no admissions will be made under the NRI sponsored and industry sponsored categories. In the petition which came up for hearing today, two students from Haryana Kavita Kadian and Kriti Kadian had alleged that four students whose relatives, either brother or grand father are NRIs were granted admissions.

Kavita and Kriti further maintained that they were wards of NRIs and had scored higher marks than the four students who were granted admission.

Irked over this the Court had observed that the illegal admissions will be cancelled and thus had directed the Vice Chancellor to appear in person before the Court. The Vice-Chancellor has now been directed to file an affidavit explaining the reason for the gross violation.
