New Delhi, October 5: In a move towards more transparency in its functioning, the MCD has decided to make available online from December 1 a large chunk of information that can now be secured only through the RTI route. This information, as the corporation puts it, is being put in ‘‘Public Domain’’.
For the information to be supplied through RTI, two categories have been created: ‘Restricted Domain’ and ‘Privileged Information’. The latter will be provided only by departmental heads, additional commissioners and the Commissioner.
The only information that will not be available to people will be the property tax paid by councillors in the MCD, their income and their assets. In the ‘Privileged Information’ category, for the first time, even information regarding vigilance cases can be sought.
Commissioner Rakesh Mehta has worked out the modalities with Srikanth Nadhamuni, who is managing trustee of eGovernance Foundation, the NGO wing of Infosys. E-Governance is already in the process of computerising many departments in MCD. Regarding information in ‘‘Public Domain’’, the Commissioner says all ‘‘data and status report of works will be posted on the MCD’s website and be available to the public.’’
‘‘We will also be starting an online complaint network so that people can get redressal as soon as possible. The complaint system will be accompanied by a monitoring system which will keep a tab on both the complaint and the work under progress,’’ says Mehta.
The following are the categories and the information that will be available: Public Domain: Information on roads, sanitation, availability of medicines, property tax , ward works, licences, particularly relating to factories and health, unauthorised constructions, desilting of drains, deployment of safai karmacharis, beldars, location of garbage dumps, list of RWAs, malba status, Bhagidari status, parks, booking status and ward development plans.
Restricted Domain: Employee data, action against unauthorised constructions, seniority cases, terminal benefits of employees, operational procedures of office, seniority and labour disputes, union demands, personal data of incumbents and quality testing reports.
Privileged Information: Large and long-term contracts, contractual documents, parking contracts, information on contracts above Rs 50 crore, location of electric sub-stations, departmental action status, medical reports, engineering designs, building plans, treatment given to patients, vigilance cases and internal notings on important policy issues. |
